Lokaar is a Hive Wizard that is one of the possible outcomes from a Reciprocal Rune.
Tactics
Lokaar teleports around the Court of Oryx, and possesses a solar shield that goes down whenever she teleports; the shield does not regenerate until about three seconds after she teleports.
